This is part of a slide rule that could be used for doing multiplication and division using the addition of logarithms. You can see that it also could compute trig functions. The slide rule was used by engineers and scientists before the invention of the pocket calculator as it was portable. Today, calculatiors are available on all personal computers and many cell phones.
